Demographic transition.

A regional human population can maintain zero population growth by having either:

  1. high birth rate and high death rate

  2. low birth rate and low death rate
Nations move from the first state toward the second state (demographic transition) as they develop their economies.

The industrialized Sweden achieved this transition around 1960, while the high birth rate in Mexico has kept its population growing.
